Project Summary
SHOUHARDO III Program is 5 years USAID funded food security program started from October 2015. The aim of the program is to improve gender equitable food security, nutrition and resilience of vulnerable people in target communities in 8 districts and 23 Upazila in Char and Haor regions by 2020. The program will achieve enduring change for over 1.1 million women, adolescent girls, children under five, men, and youth, through a comprehensive development approach that strategically layers, sequences, and integrates technical interventions that meet the immediate needs of the targeted communities while also investing in social, economic, and institutional capital to build a foundation for future food security and resilience. The program will be implemented in partnership with local NGOs with technical support from various GoB departments/units, academia and national/international organizations.
Position Title, Location & Contract Duration
Senior Technical Coordinator - Youth Employment (1 position, in Dhaka)
The duration of the proposed contract is up to September 28, 2020.
I.          Job Summary:  
The Senior Technical Coordinator (STC)-Youth Employment (YE) is responsible for developing strategy and ensuring implementation of self-employment and skill based employment activities feasible for poor and extreme poor (PEP) youth participants. S/he needs to understand the underlying causes for food insecurity of the PEP of the targeted areas. 
S/he formulates strategies to diversify income sources by increasing access to non-farm income opportunities that include setting up income generating opportunities to promote self-employment and supporting PEP- especially youth, to enhance their employability skills for wage employment in a sustainable manner. 
The STC-YE will ensure that youth employment actions totally integrate other programmatic technical actions for greater synergies and enhance outcomes for the youth.  She/he will work to enhance staff capacity in the area of youth employment and refine implementation strategies based on on-going learning and outcomes. S/he will develop working relationship with different stakeholders including different private sector actors to find the skills requirements of the employment and the opportunities for vocational training, internship, apprenticeship etc. for the youth particularly women.
S/he will work under the guidance and supervision of NPM maintaining close working relationship with other technical leads for technical leadership and with operational partner staff to ensure viability of activities and approaches under own technical area.
II.         Responsibilities and Tasks:

Responsibility # 1: Upholding CARE Bangladesh’s values and ensuring programming and organizational principles.

  • Help to promote and establish CARE-B as a gender sensitive organization in development arenas, both national and international
  • Uphold and ensure the implementation of mission mandates on gender equity, equality and diversity in organizational development and programmatic intervention levels.
Responsibility # 2: Strategic Planning and Guidance
25%
  • Be fully aware of the SHOUHARDO III Program as a whole including its goal, purposes, outputs, strategies, activities, reporting requirements etc.
  • Prepare Program activity plan in consultation with the STM-A&L and other concerned staff specifying the activities, timelines, and person responsible and ensure field implementation of activities particularly based on the findings of the Labor Market Assessment report focusing on the youth engage in employment in the micro-franchises, social enterprises and other business and employment that supports activities promoted by the Program. This will range from input supplies for producers, extension services, financial and other supportive services, and marketing and value addition of the program promoted activities.
  • Orient concerned CARE-TMs-A&Ls and PNGO TOs-A&L on the planned strategies and activities to achieve program goals.
  • Support concerned CARE and PNGO technical staff to make plan and implement the relevant activities in the field
  • Identify and maintain close contact with vocational training institutes and private sector employers and build effective linkages to obtain technical support and find employment opportunities for the poor.
  • Organize dialogue, meeting, workshop, seminar, job fair and job placement ceremonies as per requirement
  • Ensure coordination with Mission’s PSE Coordinator, RTMs, S/TMs and POs and support PNGOs to achieve the goal.
  • Conduct regular field visits and observe activities critically, identify operational and programmatic constraints and ensure remedial options in a participatory manner.
Responsibility # 3: Technical Capacity Building of staff and Respond to the technical needs of PNGOs and SHOUHARDO III Regional Offices
30%
  • Assess technical needs of the concerned CARE and PNGO technical and other staff.
  • Develop training modules and guidelines, and conduct training for the technical staff of CARE and PNGOs
  • Conduct field visits to PNGO working areas, prepare reports and share the findings and recommendations with the concerned CARE and PNGO staff.
  • Attend PNGO and CARE-Regional and Hub meetings, and discuss relevant learning issues 
  • Collect and share different study, reports, learning materials with the concerned CARE and PNGO staff.
Responsibility#4:Effective monitoring of program delivery and technical reporting
20%
  • Understand the M&E requirements and prepare plan of data collection, data quality, preservation, analysis and reporting.
  • Work with M&E team for setting / review target for donor reporting. Also provide technical input regarding any definition and/or clarification of the definition of the SO indicators.
  • Guide concerned staff on data quality, analysis, reporting and use.
  • Keep track of progress of interventions and provide necessary information to the STM-A&L and other concerned staff including TMs-A&L, RTM, RCs, NPM and the management as and when required. This will require a good understanding about the IPTT, SAPQ, PIRS etc. and the review of progress reports.
  • Work closely with outsider evaluation team during baseline, MTR, final evaluation and any other research team.
  • Regularly visit and monitor progress in the field, and write and share reports with relevant regional and CBDO persons as appropriate.
  • Support the preparation of  yearly/multiyear budget in line with the activity plans
  • Review technical regional reports and contribute to the preparation of Quarterly Report, Annual Results Report (ARR), PREP and other reports as and when required.
Responsibility # 5: Effective Communication, Networking and Maintaining Collaboration
15%
  • Identify appropriate government and private sector organizations and individual (training institutes and employers) at the national and regional levels to arrange technical training and employment support for the PEP youth to increase their employment.
  • Along with STC-PSE and STM-A&L provide technical inputs in the sector analysis, market analysis, other studies and program evaluation.
  • Represent CARE and SHOUHARDO III in different Networks and Alliances as appropriate
  • Attend Regional/Hub meetings, large SMT and participate in the discussions, give technical clarifications on agenda items related to livelihood diversification and employment.
  • Maintain regular communication with the CARE STM-A&L, TM-A&L and PNGO TOs-A&L and other relevant persons.
Responsibility # 6: Other Ad-hoc Activities:

  • Attend personal capacity building events that can be in the form of training, cross-visits, etc.
  • Provide ad-hoc information as requested by the Donor or concerned authority.

IV.       Working Condition:  
Based at the CBDO with 30-40% time travel in the field.
V. Qualification and Experience:  
  • MBA or Master Degree in any discipline with relevant experiences may also be considered.
  • 5 years’ experience in senior level position in Agriculture & Livelihood/Marketing related work/ Social enterprises development.
  • Good oral and written communication skills both in Bangla and English
  • Computer skills on MS word, Excel, Power point, E-mail, Internet etc.
  • Excellent interpersonal communication skills and ability to work in a team.
  • Sound knowledge on data management, proper documentation and filling system.
  • Proven ability to develop training modules and conduct training and workshop.
  • Good knowledge on marketing principles and strategy.
  • Excellent interpersonal communication skills and ability to work in a team.
  • Considerable technical knowledge and experience in understanding and grasping technical needs of PEP Households in the areas of food security and livelihoods including employment
  • Experience in developing strategies for capacity building of technical staff and beneficiaries.
  • Good understanding about value chain, mobile banking and other services, and private sector engagement to improve livelihood and employment of PEP youth 
  • Experience in preparation of program budget, expenditure analysis and progress reports

Compensation
Monthly gross salary is Taka 91,000 plus other admissible benefits as per CARE policy.
